yeah, but Norway would be a first world country even without the oil. When oil prices drop it just goes from having an ridiculous amounts of money like a middle eastern oil sheikdom to having an income like Denmark or Finland. And it's more insulated from price fluctuations because since it doesn't have to spend all it's oil money on welfare it can afford to keep a large reserve.
Meanwhile, Scotland without oil money looks more like Portugal or Greece.
