Probably since they had conscription instead of Rome's volunteer army with a very similar population, not that it matters since there is no way they could ever fight a proper big war against each other

No since Rome's influence lived on in Europe which ended up colonising most of the world and essentially forcing their practices onto wherever they went (everywhere) whereas Han has mostly just influenced East Asia, where there were no colonial powers
