If by causality you mean having a way of life that Al-Qaeda and their friends will never tolerate coming to their part of the world, and will oppose it's adoption by middle eastern people at every turn, sure. Westerners see 9/11 as revenge for supporting the overthrow of Iran's government back in the 50s, or the post-British/French division of the Middle East, or some other 20th century event because we like to see our enemies as similar to us. Bin Laden was not similar to us, he didn't desire social justice or human rights for his people, he wanted an Islamic state founded on brutal theocratic jurisprudence and orthodoxy. He didn't see America as evil for being capitalist and interventionist, he saw it as evil for being an Israeli-backing crusader state that allowed sodomites to live openly and didn't put their whore women in their places. One of the reasons cited justifying the attacks was America's opposition to the mass murdering of non-Muslims in East Timor, if we wanted to avoid pissing these hyper-sensitive men off, we would have to allow the murders of non-Muslims in the third world to continue unresisted.
France took no action in our fight in Iraq, whether justified or not, since Iraq had no serious connection to 9/11. That hasn't stopped bombings and mass shooting occurring in Marsaille and Paris.
