slavs are those who speak a slavic language. It's a broad definition, because there are great genetical and cultural differences between a group of slavs and another. For example Poles (Czechs, Croatians, etc.) and Russians don't even share the same alphabet, but they are both counted as slavs nevertheless.

The only exceptions in the Slavic world are the Yugoslavia except for Slovenia (high l2a instead), Bulgaria, and Hungary (which is non-Slavic but has as much R1a as Slovakia and Slovenia). Austria, too, to a lesser extent, but large areas of both those countries were inhabited by now assimilated Slovenes and Slovaks as recently as 500 years ago.
