Agricultural policy aimed at making EU independent on food imports worked too well and its adjustment to new agricultural technologies became hamstrung by interest of food transnationals.
Currency union has been conceived without compensation transfer payments that are standard in every other currency union, leading to persisting imbalances.
Foreign policy is still crippled by conflicting national interests and basically still carried out by individual nation states, and together with other national interests parts of EU are shooting each other in the leg and stabbing in the back.
There is no protection of external borders. All responsibilities for this were initially formally pushed to the border countries, but without resources needed to carry it out, and when border countries neglected these responsibilities there was no drive to either force them to or reform the system to make it more fair and sustainable.
Cooperation between nation states on issue of crimefighting is formally kinda there but in practice still weak. There is no EU police.

In other words plenty of things, but nothing that couldn't be fixed if there was political will to do the right thing against immediate monetary gain or emotional baggage of the common guy.

We had different language and massively different cultures in the past, which got only "unified" by a new common language, which is todays High German. The netherlands is one of the remnant from this clusterfuck in the past. They didn't adopt to all the language changes.

Each country in the UK has its own distinctions, and that is ignoring the fact each technically has a language, slightly different culture history traditions etc.

Since change aggregate supply is a pain in the ass, unrestricted expansionist fiscal policy went rampant for a long time, and to top it off it was completely ineffective.
