By the time we finish year 12 (last year of high school) almost everyone is 18 and so can drink legally.
Schoolies is a couple of weeks at the end of the year after exams but before results, when all people graduating high school go to various places around the country to camp and drink with other schoolies and have massive parties together.
There's no real "official" schoolies stuff afaik, it's all just a culture that has cropped up and certain groups (like christian groups or youth groups that hand out condoms) show up in the popular schoolies areas to set up tents to look after drunk kids etc.

In my state we were all 17. Each year they got stricter and stricter about underage drinking so everyone just does their own thing in small groups rather than big parties
