It won't work everywhere. Government really needs to pay teachers a good salary and teachers need to be highly qualified. Parents really need to be involved in helping their kids with school work at home. Not all countries or cultures are like that.

That's moronic. Children with two parent homes and somebody to help them with their school work will always out preform children who don't. Then you have to factor in what kind of problems exist at home and what enviorment the child is living in. I come from a family of teachers and the all teach innercity youths. So comparing there test scores to a upper class school is not a way to judge a teachers ability.
