Does it not depend on region? I think most people in France pronounce /r/ as [ʁ] over [r]. For example, the /r/ in French "rouge" and German "röt" are exactly the same.

As far as I know our r doesn't change much from one region to another, there are accents (though not as different as the British ones I think) but the differences lie elsewhere
Our r is certainly closer to the German one than the rolled one but a lot of foreigners here told me that it was difficult because it was kinda in between, not as hard as the typical german one
I'm in no mean an expert in this tho, just my opinion

There are a lot of places, especially in rural France, where the regional accent has a rolled r. I know some places in Burgundy for example where the r's are usually rolled.
Though regional accents tend to disappear with the amount of time people spend watching TV, movies or listening to the radio (where accents are non-existent)
