Basically, if I understand this correctly, because the universe (or Boltzmann's universe, I guess) is highly chaotic, there is the chance that a lone, self aware being (i.e. a brain) could spontaneously appear. You know, cuz random chance. I guess.

And then there's a bunch of shit about how people are far more likely to be Boltzmann brains than evolved brains, because, on the grand scale, having a habitable planet with oxygen, the correct history for the evolution of a huge population of brains, is far more unlikely to randomly happen (as in, for everything to line up perfectly so that we can exist) than for a random ass single brain to pop into existence.
