Because that's the tradition of most public schools, I guess. My experience was different, though. I had to wear a uniform in my school; private Catholic school and all that.

Public schools usually have no uniform but they usually have a dress code (like you can't dress skimpy, I'm pretty sure OP's pic wouldn't be allowed at my local highschool, I live in the Lower Hudson Valley NY for reference)
Private schools usually require a uniform/very strict dress code. As an example at my high school (private, all boys, Jesuit) we had to wear a button down, tie, belt, khakis, and a blazer every day

School uniforms only make sense to me in the sense of not getting them lost on trips or keeping people not belonging to the school out.
