Imagine that the largest "city" is 40 000 people, and that there's less than 100 000 people in all the territories PUT TOGETHER. Not even a proper road connecting the "cities", and nothing but tundra and rock swamps as far as the eye can see. Snow and perpetual darkness for 3/4 of the year, too.
