From a Venezuela prison documentary (theroux, unreported world, not sure), the prisons there are run by the gangs; the government prison guards only protect the outer walls - this is a glorious socialist paradise of course - while whichever gang who controls the region the prison is in runs everything else from food to prisoner areas. Some areas, where the gang leaders are, have TV's, toilet roll, good food, beer, phones, guns, drugs you name it. The next area is for gang associates which has beds and basic facilities. Those not involved with the gangs (and in this docu one person happened to be a dutch Ajax smuggler) have to work for basic provisions and are left in horrendous conditions.

The worst area is known as the Church (or Chapel, not sure): people there are those the gangs have some sort of issue with. Guessing we're getting to see what happens in there.
