The United States succeeded making satellites, misses, and getting humans into space, and they did it all without ignoring the value of human life. The high marks for UCSD... and other schools that don't rank well but don't impress a whole lot... the criteria must be largely or entirely based on what the instructors and researchers are up to.
The average UCSD student is on the smart side, but as you say, would surely be rejected quickly by a whole slew of schools, most of which are elite institutions that aren't on international lists because of size (schools with a small student body, like Amherst, Dartmouth, etc.).
So these rankings don't say everything there is to say about quality of education.
