The term "reactionary" was created by leftists so they could create a narrative where they were the driving force of historical evolution. Your quote here "they wait for something to happen and complain about it" is exactly why the term was popularized, so the left could claim that they were the a vehicle of "progress" against an inhibiting force that can't evolve but only react against political evolution. Truth is that the right creates just as much if not more of a reaction from the left and has over the years become much more diverse and complicated. The left reacts to the right as much as the right reacts to the left, it is a constant discussion. It mostly depends on what the established order is at the time
