That strip between Detroit and the coast is only about a third of the way m8. Not to mention that our population is extremely concentrated. There are stretches of highway in Canada that are literally hundreds of kilometres long and have no human presence whatsoever. Plus our shit weather means we are constantly repairing roads that the winter kills, we don't have the time, manpower, or resources to worry about lonely stretches of highway in buttfuck nowhere when the roads in cities need the same attention.

Excluding Russia, Kazakhstan and Turkey (none of which count), all that yellow-red shit put together is clearly bigger than the next biggest contender, Ukraine (a bit easier to eclipse now, admittedly :^) Add it all up and it's not quite as big as Ontario itself, which is much bigger than Ukraine. Well Canada has something like 3.5 times the population of Sweden, while having only twice as much roads in terms of length, so they can spend more per kilometre.

Spanish roads are do-whatever-the-fuck-you-want seemingly-random strips of concrete or worse. One moment you're stuck behind a 50kph pensioner, the next you're overtaken by a 170kph mercedes. From what I've seen, Dutch infrastructure may be the best in Europe, but rush hour is still pretty bad. Belgium used to be scary, everything crumbling and Belgian drivers are most prone to road rage in my experience. Germany is mostly "that'll do". Low taxes on cars (car lobby) means they're struggling a bit with a lack of investment in infrastructure. Croatia has some god-tier highways and Spain-tier secondary roads.

My guess would be that Dutch drivers are careful slowpokes abroad because they're used to well maintained roads and very clear road layouts.

You forgot already? A few years ago some street lights were blown over because they were corroded and caused some accidents. It turned out literally thousands of the lights were full of water (!) because they were badly, if at all, sealed off at the top. Apparently noone ever thought of checking up on these things (lelgium). I can't find any pictures, but I remember driving for tens of kilometers and every street light was crudely cut off at about half a meter above the ground, the open top sealed with a cheap plastic trash bag and some tape. It's probably the most stereotypical metafore for Belgian infrastructure.

Cost. Our grid was made at a time where it was cheap to do it this way, now, to replace it underground would cost too much. It is easier to replace and cheap vs. going underground and replacing, though I am sure in Europe you guys have your wires in a passage or tunnel for easy repairs.
