Because they're just a part of Spain. It's stupid that they are different countries. Poortuguese moors have only made their country worse and an irrelevant shithole by constantly trying to disassociate themselves with Spain. It makes more sense for Italy to be split like it was in the middle ages and the renaissance than it does for Portugal to not be part of Spain.
