Not just the Chinese, most immigrants I would say. Majority of them are more familliar with English than French. We also have strict language laws. Usually, immigrants will have to learn both English and French to be succesful here. They'd rather go to another part of Canada where only English is needed.
Immigrants that do come here however will mostly go to Montréal because it's the biggest city and speaking only English there is more acceptable than anywhere else in Quebec.
