The Mexican government is overall so corrupt and infiltrated by the cartels that they can't. There are many areas of Mexico where the govt and the cartel work side by side and the army isn't immune. The marines/navy are a little less corrupt but by no means immune.

The thing is cartel members don't usually go around wearing their cartel id badges. Those that are identified go into hiding and it's the army indeed who usually captures them.

As much as cartels are nuisance (that's all they really are for the average citizen) every member of the society thinks having your civil rights violated to root them out wouldn't be worth it.

Lately even the somewhat restrained approach that has been taken since this started has been under fire by international civil rights watchdogs.

Who ever said that? As I said you're clueless, I just said that a police state would be worse than narcos, especially Mexican police.

The quick solution would be for US to legalize it, to assume responsibilities and to depurate their own law enforcement forces. Not gonna happen, obviously.

The only viable solution for Mexico is painstakingly slow and would be raise life standard so being a narco and getting shot isn't that attractive no matter how much millions you can make and continue to depurate law enforcement.
