There isn't going to be 2 soldiers for every 1 civilian. Neither can the military hold vast distances spread thin. On top of this the only time planes would be useful is over "red zones". They can't shoot in Yellow zones or that is auto rebel recruit material. With the exception of So Cal the entire U.S will still probably be a yellow zone. With that in mind, the planes will be getting shot at before the pilots know to get in them in most scenarios. The tanks and Humvees really don't do much either because acquiring them is as easy as walking into to an overstock depot and just grabbing them.
