I think it's because of the cold war.
Obviously we're not hated as much as Russia or the U.S. depending on where you ask the question. And it's pretty much impossible to be more hated than Australia.
On the other hand, we shaked hands with both the U.S. and Russia, DeGaulle gave speeches in favour of a 'free Quebec', or told the U.S. to GTFO of vietnam.
France is simply annoying, like DeGaulle was ! It rarely plays the game like the other (except for these last 15-20 years). It's too small to consider as a great Nation, and not small enough to bypass and stop caring about it.
Also, our social security makes people envious I think, as well as our Best language...

On the other hand, I think in a more objective way, we could say that French culture teaches self-criticism, more than any other. We still accord a lot of importance to literature and philosophy. I mean that, authors and philosophers can become famous with their criticism of the society, and they're input is very valued : I don't think there are a lot of cultures in the world that still invite philosophers on T.V.
