Education wasn't generally accessible to Africans, and the Europeans had left essentially no infrastructure behind. Yeah, that's bullshit. It was not like Europe but there was some good infrastructure left behind. In Congo's case it was actually expanded and improved upon at first but political instability caused it to fall into disrepair.
