Franks became assimilated into the Latin culture there. They stopped being Germanic.

Both of those stem from the Indo-Europeans (Aryans)

The Rus were Norsemen that established a ruling dynasty over done northeastern Slavs. Slavs themselves are different, but like Celts, stem from Aryans.
