>Volksverhetzung ("incitement of popular hatred") is punishable in Germany even if committed abroad and even if committed by non-German citizens, if only the incitement of hatred takes effect within German territory, e.g., the seditious sentiment was expressed in German writ or speech and made accessible in Germany
How does that work? Would they seriously try to extradite someone, a non-citizen of Germany living in a country that is not Germany, just because they said mean things in German and posted them on the internet? The reason they aren't arresting Muslim rapists is that the courts are tied up importing Austrian 12-year-olds to prosecute for hate speech?

I'm guessing it would be if there was an American or Canadian whitepower site that was in German, that people in Germany could view.

But on what grounds? They have no right to dictate what languages people use, and if they have a problem with someone using their right to free speech (granted to them by the country they actually reside in) the German government can block the site, but how could they possibly argue that the 'offender' needs to be dragged back to Germany and put on trial?
It's nonsense. The entire point of countries is that they are separate entities, and that one country can't arbitrarily decide to exercise authority of citizens of another country. It's not like Estonia can pass a law saying that all German speakers on the planet must pay a special tax.

Don't give the jews any ideas.
God bless America, land that I love,
Stand beside her and guide her
Through the night with a light from above.
From the mountains, to the prairies,
To the oceans white with foam,
God bless America, my home sweet home.
