Because the 71st anniversary doesn't warrant anything special. They made such a big deal of the 70th last year because it's pretty clear there won't be many veterans left for the 80th.
2020 will be good, though. Five more years of development, and 75 is a nice round number.

Not this year, no. The first foreign units were present in 2010 for the 65th Victory Parade, from nations also responsible for the victory in WW2. Foreign units appeared again last year, at the 70th parade, but they were only nations on friendly terms with Russia; India, China, Mongolia, Serbia, Belarus, Armenia, etcetera.
I doubt we'll see British or American troops in Moscow again any time soon.

The 2010 parade was truly amazing. So many foreign troops, the atmosphere was like no other.
Last year with China and India marching plus the Armata reveal was awesome. But this year was just more of the same.
