You misunderstand the problems we face with a decrease in population.
The economy can handle less people just fine. People can still be just as rich with less people.
The problem is that governments can't keep their spendings up. They have to take care of more elderly while their income decreases.
It's a financial problem.
In Europe importing migrants to help combat the aging population doesn't work very well for three reasons.
1. Within no time they get low birth rates as well.
2. They often end up on the receiving end of wellfare checks. In the Netherlands 70% of the Somalians are on welfare. 65% of the asylum seekers is still unemployed after 15 years. Official government numbers.
3. We have progressive taxes. If a migrant gets a job and he earns a normal salary, then he will receive more from the government then he will bring in. According to our government migrants actually cost us money.
The real solution would be to end the social state. And our government is also working on that.

If people don't want to have children they shouldn't have children or else you are creating bad parents. Bad parents usually create either stupid kids or criminal kids, sometimes both.
