The answer is twofold, really. You needed more people, as you indicated, in order to exploit the farmland and natural resources to its fullest potential. Russia had manpower in spades, or at least it thought it did. The second reason was that Soviet statehood meant Russian dominance, and there would be a presence felt there in order to make the natives ever-knowing of whom really called the shots from their 'admission' and forever thereafter.

Not really. There's no point on learning russian these days since nothing good to read, watch or listen is produced for a long time. So language only stays on people left from soviet time. In a few generations it all gonna get back.
