Reduce the number of deputies, no more plurinominal ones. Create a special transparent organization with the job of investigating corruption. Make the corrupt pay back any money they stole, keep them in prison meanwhile, exile after that. For a year give all the duties of the police to the army, with the duty of protecting civilians and fighting drugs. Meanwhile the police, still on payroll, get additional training and try to remove corruption from their ranks.

You know, if all the Mexicans and all the Mexican-Americans who are anything but 100% loyal to this country will then be repatriated to the newly-constituted Mexico, I'm okay with this plan.
Of course, once all the Americans leave (along with all the non-Mexican immigrants who chose to come to the U.S., not Mexico), all that new land will be pretty useless to you, just as it was 180-200 years ago, after you inherited it from Spain and failed to settle it in any meaningful way. Somehow I doubt California will remain a global economic, cultural, and entertainment center for very long. But good luck!
