Nope, Dublin born and raised. But I've been to Gaeltacht 4 times.

Outside of the Gaeltacht, I have spoke with one guy my age (19) in pub in Dublin before.

None of friends can speak it. After we finished secondary school, they all gave up on the language. It's a compulsory subject.
The Gaeltachtaí i attended were Conamara once, and the other three times were Goath Dobhair. Each time for 3 weeks during the summer holidays. I've always had a keen interest in the language, so I bothered to learn it.

Possibly borderline fluent, I can watch the news in Irish and read the language no bother. My spelling may be a little awful though.

No, there's nothing there. Just kids who are learning the language, or kids who live there and can't wait to move out.
