When the Soviet Union went on break, the new borders of the Russian Republic were defined and Chechnya was and is inside that line.
Putin though has repeatedly disregarded that border, quite badly in Georgia and in Ukraine and you must not trust him anywhere.
Why not nuke it - you know, it gets to be in your disinterest to be tossing nukes around lightly. Russia has heavily overrun Chechnya with conventional force time and time again, you just do not go using a nuke in that situation. Chechen terrorists, are irregulars, I am not aware that they hold anything any territory anywhere. Just they might have five guys hiding somewhere, who knows where.
