All of that is kind of in a grey area. Brits popularized the STOL/VTOL jets with the harrier, but America arguably perfected the design later on with our own harrier version.
Either way, the JSF/F-35 gets shat on far too much. It's a great concept, it's just a shame that it doesn't have the funding it needs to really shine. It could totally double our air power's adaptability if we built enough of them.

To me it seems the funding is there, it's more that the organization and development on LM's part is absolutely deplorable. Neither has the F-35, and technically the F-22 has never seen combat for its role as well.
They all have, however, been in various mock dogfights to test capabilities and performance. The Typhoon has a lot of promise should it need to actually be used, the only thing that really sets it apart from the 22 and 35 is lack of LO design elements.
