Sweden and Denmark have been rich for centuries and even had colonies, Norway was rather rich too even before oil, Finland was kind of shitty but even we were the wealthiest and most educated region in the Russian Empire.
This wealth can be traced on the practice of mandatory school that began centuries before the industrial revolution. Skills like reading, writing, the ability to do simple math and so on made transitioning to a modern economy considerably easier than it would have been otherwise because the population was already able to accrue wealth for themselves. Another interesting difference was the lack of a huge amount of minor nobility that would have done as much as possible to prevent people from becoming educated so that they could continue farming them for money like slaves as was common elsewhere at the time.
