It has not been approved yet. The deadline has been delayed by 1.5 month.
If they abide by all the 72 requirements, there´s nothing the EU can actually do to stop it. They´ve only promised to speed up the process.
As it stands, the lion share of those requirements are not yet fulfilled, but the Turkish government is very rapidly putting policies in place.
EU will probably conditionally agree to those ´good-will´ policies, yes. But the visa free can be taken away from Turkey at almost any juncture. If anything, this gives the EU a lot of leverage to use Turkey for refugees, and not many obligations for the future.
Keep in mind that even if they do agree, it will take months, maybe years before a substantial amount of people have a biometric passport. EU is likely to drop Turkey when it stops being useful, and this could give them good prospects.
That being said, they could just fuck it up completely. But this deal isn´t bad.
