I propose a thought experiment of sorts.
I claim that in every country there is at least one person from every other country.
If I am mistaken and this is not true then there must exist at least one country in which there is no person from at least one other country.

It is actually very difficult to ascertain unofficial passage of people and that how poor "non-important" countries have a hard time maintaining borders

North Korea certainly does not have at least one person from every country, and there are many countries that do not have anyone from North Korea
Also I'm sure there are many tiny pacific and carribean island countries that do not have a person from every country

This is where my line of thought broke down. You say 'certainly' and that you are 'sure', but for me these places, most notably NK are like black boxes. I can not be sure or say something about them with certainty. Though I share your sentiment that it is most unlikely.

197 are not all created equal
as say france and germany you can say millions of people from those countries have been to the other but versus statistically small sample and countries the probablity is exceedingly low
