It is a huge fucking problem. There are many villages close to the Polish/German border that are pretty much ghosttowns by now. Like post offices, shops, police stations, banks etc. closing down because there are at best a bunch of old people left that don't want to move.

A good amout is, yes. But many of the roads are fee-based, so that a lot of people avoid them. Plus the better roads are mostly centered around bigger (economic) areas.
