Actually, Germany was the enemy in WWI because Japan still had the 'Anglo-Japanese Alliance' with Great Britain, who was at war with Germany.
After WWI, the United States coerced Great Britain not to continue that any more and so Japan and Great Britain no longer had an alliance.

Then the United States also stopped the 'Racial Equality Proposal (1919)' proposed by Japan to be on equal grounds with the White people.
