Yup. The only time the face-veil is mandatory in Islam is if your husband says you must wear it. Otherwise it's entirely optional. Which is why I don't understand why the ban on face-veils if you're doing the citizenship oath didn't go through.
If a Muslim women in Canada decides to wear her face veil to the citizenship oath ceremony, she's either choosing to do it, or she's being forced to by her husband. We may as well let people do the citizenship oath dressed in any sort of costume they feel like.
