Yes. All kids can digest lactose before puberty. Usually after puberty is when your body stops (or reduces the amount) lactase. Some populations (N Europe, NW Africa, Saudi peninsula, Pakistan/N India) have a mutation that allows the production of lactase even into adulthood. Even then though, your body slowly reduces the amount of lactase it produces as you grow older.

Try actual milk, I've noticed that most first worlders buy their milk in super markets, that milk is so processed and has lots of unhealthy chemicals that may hurt your stomach, buy milk from a farm and you'll see what's actually causing the problem
