Not all conscripts are awful, but Turkish ones are. Their armed forces is little more than a glorified form of slavery. They have 520,000 prisoners in uniform.
They have a lot of tanks, but only 300 are reasonably modern. The rest are obsolete M-60s and even-more-obsolete M-48s. The M-48 was completely outmatched by the 1970s. Today it would be little more than a death sentence for their prisoner-soldiers.
France has a professional volunteer army with fully modern tanks, a large and high-quality air force, and nuclear weapons.

In reality if you want project useful military power against another country, it's all about the conventional military.
Take the example of France and Turkey. If Turkey attacks France, there won't be a nuclear retaliation from France. If that kind of war breaks out, it will be fought in the Mediterranean Sea and skies above it. Nukes will be totally irrelevant, their only indirect effect will be France's ability to veto anything Turkey tries to push in the UN.
It's puzzling why anons wank over the nukes so much, a basic history of war since nukes existed shows that they're not used for 99.999% of conflicts. And to be honest if Turkey was beating France so badly that the French felt they had to use nukes, that's a humiliation for France
