If you don't feel like taking the metro or busses, taxis might be much cheaper than you're used to. But buy a Metro ticket for a day and just look at the stations, see pic related, Obvodny Canal.
If you have enough time visit Peterhof, Puschkin and all the other palaces outside of the city. Don't try to see everything in the Eremitage, it's not possible.
Russians are generally nice and polite, like most people, but many don't speak English well enough. But sign language and a dictionary can go a long way.

Good work, misappropriation of funds isn't anything to be proud of.
They may have an incredibly nice subway and some cool museums, but they have the quality of life around the same as many African countries. I wouldn't say that's a good use of money. I'd probably rather use it to try to work on the economy, fix the issues causing rampant alcoholism, drug addiction, homelessness, a suicide rate FOR TEENAGERS which is 3x the world average and more.
