It seems to be a tie judging by this. There are quite a few packages where Fedora has the more recent one, particularly the ones pertaining to software development, which is what I care about. LLVM for example. Fedora is also a lot harder to break than Arch, which is why it is a better choice. It's just as bleeding edge, but way more stable.
