In Finland they're under the interior ministry and they too do pretty much what they want. During a refresher exercise we just rolled up in Åland (demilitarized island in the middle of the Baltic sea, by far the most valuable single target for Russia in the region) in full military gear because technically we're not military, just a "police" type organization.
