As a Sallander, I have to disagree. Salians were first recorded in Salland (Western Overijssel).
That said, the Germanic-Celtic border wasn't the Rhine, despite what some Romans said. A significant part of the area below and west of the Rhine (Modern day Flanders, Brabant, Limburg) had ancestry from east of the Rhine.
This is also the reason why the Flemish peasantry didn't start speaking French. Only the Gaulish (Or, well, Gallo-Romans/Walloons) began adopting (Vulgar) Latin. The current language border between Flanders and Wallonia is pretty much the same as the Celtic-Germanic border around 1 AD, with the exception of Western Hainaut, French Flanders, Brussels and Liège, which were Germanic but Frenchified.

Equalling Gallo-Romans with Walloons is a 19th century idea and long since proven wrong, again nowadays by genetic profiling.
