I've been to North Korea.
It's mostly just a regular old developing nation wealth wise. Some very developed areas (Pyongyang, some other cities, towns) with fucking dogshit rural areas and the North of the country is shitty and undeveloped as well (where most defectors come from)
As someone who has travelled Asia quite a bit, North Korea is actually better than some Asian countries in terms of living standard (Bangladesh, Laos, Cambodia, lots of India, Nepal) and shit, but still very totalitarian and probably not a nice place to live.
I would actually say North Korea is probably more like central Asia, Mongolia, Kazakhstan and shitholes like that.
How "Crazy" North Korea is, is wildly exaggerated.

Yeah, very run down. At one point a lot of these places probably would have been very nice (just like when the commieblocks were first build in the USSR they were semi decentish) but decades of literally no maintenance and 20 years or so of no infrastructure has pretty much fucked them.
Again though, would rather live in a shitty commieblock apartment than live in a Bangladeshi or Indian slum, also this sort of shit isn't that different from what I've seen in Eastern Russia/Siberia or Central Asia.
