In the case of using his suffering as a warning, given the extreme nature of his crime, I'm not too sure that other people considering acting in such a radical manner would even consider the personal consequences of their actions.
But of course the answer to that would lie in an empirical basis. Whether more "innocent" suffering could actually prevented through his suffering. If that could be proven one way or another then there may be a basis for punishment. So that is certainly a case that could be put forward depending on whether or not you believe the ends justify the means.

It might make society feel secure but if it doesn't actually make society secure, then the punishment is a little arbitrary.
I can rest comfortable at night knowing that murderers are behind bars unable to hurt more people, that is where the feeling of security should be motivated.
Sociology as a field would like to claim it is very good at proving things but that doesn't hold much public clout.
As far as ideological choice goes, the justice system lays claim to a certain ethical standard. If people are willing to dictate this out of their own motivations, than that doesn't seem to be much more than mob justice.

The punishment helps discourage future terrorists from thinking they can end up with a cozy paid hotel room and 3 warm meals a day if they kill Norwegians. A capital crime (like Breivik's) should be addressed with a more serious punishment than your standard murderer's, but unfortunately hanging and the gibbet have fallen out of fashion so they've got to find some other way to let people know that this particularly vile criminal is being punished accordingly.
