Because it's a scandalous holiday that only exists because of rebellious middle schoolers' attitudes towards the bizzare marijuana laws in America, where it's sort of legal but not really. It's more of a meme than a true celebration, a joke. Take for example all the Simpsons weed stuff in /lat/.
Also because it was popularized, if not totally concieved, in the US. We don't celebrate pancake Tuesday because it's a UK thing.
