No, a huge part of the police force's job is to keep those of lower income from wealthy neighborhoods/shopping centers/etc. If a homeless man loiters too long in an area they'll probably be beaten by the police eventually and arrested/dropped off in some barrio/ghetto. That's just Arizona though, it's probably pretty similar elsewhere.
