I dunno I'm not on welfare. According to the government site you are entitled to welfare if you conform to the following conditions:
1. Legal resident of the Netherlands
2. 18 years or older
3. Not enough income or capital* to sustain yourself.
4. No other form of welfare is available to you.
5. Not in prison or similar.
6. Participation in activities to find work.
*Capital should be lower than ~€12k when living together or a single parent or ~€6k if you're living by yourself.
