At some point it was intended. The idea was to give a strip in the north so we would lose the border with Peru, but Peru opposed to it (they have the right, by the same treaty I think, to veto something like this). We didn't give two fucks tho, so we didn´t pushed it farther. So Bolivia being landlocked is actually Peru's fault.
