A lot of violent crime in Japan is dismissed by the police force, if they can't easily close the case within 1day, due to Japan's honor culture. Somif you get stabbed to death and the police have no leads, they will probably just close the case and rule it as natural causes, so they don't look bad compared to other police departments.
