I agree with based jap, there's rule 1 which is supposed to encourage posting in languages different than english, but i think it's barely used for that purpose.
The idea was to let people practice their language skills talking with natives, but it became a tool to exclude people from your generals and circlejerking among people of the same country/region (sharing your culture with the world my ass).
Those generals are just cancer
I have as many generals filtered as possible, and I'm at 24 filtered. Some still get through but I can't filter the 2 letter ones as that will block good threads.
